Referring to budget request for the Fire Department for 1954,
budget Andrew Hustrulid, Chairman, Fire Department Committee, stated
that at a meeting of the Fire Department committee about five
weeks ago, at which Fire Chief Swanson Ras present, that the
latter in answer to question if there were any items under
equipment for 1954, replied that as far as he knew there were
only a few minor items. Hustrulid said he understands the Fire
Chief now has submitted to the council a request for additional
equipment which is.not included in the Fire Department committee's
1954 budget proposal, Hustrulid said the proposed budget for 1954
is essentially the same as for 1953 with three exceptions (1}
Increase of X800 in Volunteer Firemen's payroll. The committee,
he said, recommends increasing the volunteer firemen's compensation
from X1.00 to l~2.00 per hour for attendance at drills and from
~2 to X3.00 for fire time. (2) Other expenses allowed for attending
conventions and other meetings attern~d by the Chief and volunteers.
As to members being reimbursed for expenses, said that if salary
is paid by regular employer that no salary reimbursement is
recommended. (3) Committee has proposed increasing reserve from
X500.00 to X1,000.00, the proposed increase in reserve to make
possible increases in salaries of paid men. The Fire Department
committee makes no recommendation as to salaries for paid firemen,
since this problem will require considerable study and time.
Hustrulid said that a comparision of salaries with other communities
i~ not a proper measurement for determing the question - that
qualifications, hazards, height of buildings, etc., would have to
be considered. Also that in a number of smaller communities, a
check shows the Fire Chief and firemen have duties in addition to
their fire departanent work. Said that total proposed budget is
X17,235.00, about 9~ over laAt year's. The committee, he said,
feels that the proposed budget is a minimum for efficient operation.
Hartfiel ~.A.
