ri~it <br />SPECIAL MEETING, WEDNESDAY, DECEMBER 5, 1956 <br />Meeting called to order at 10 P.M., all council members being present as follows: <br />William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee; <br />Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Also present - William E. Olsen, <br />Treasurer, and Frank N. Graham, Attorney. (Willis Warkentien, Village Trustee elect, <br />also present, was asked to sit with the council). <br />The minutes of November 28, 1956 meeting were heard and approved as read. <br />State Fair Attorney Graham's letter of December 3, 1956, reporting on the <br />matter purpose of the hearing to be held by the Board of County <br />Commissioners, December 10, 1956, on the question of redeadi~gg <br />State Fair Board property so that Fair Board activities can <br />be carried on without question. Attorney Graham agreed to <br />represent the Village at the hearing and report further to the <br />council. <br />St Paul ordinance The matter of accepting the St Paul ordinance permitting the <br />permitting Fal. Village to connect with the City's sewers, was discussed. <br />Hts. to connect Cartwright moved adoption of ORDINANCE N0. !~1(which was read) <br />to City's sewer AN ORDINANCE ACCEPTIATG THE PROVISIONS, TERMS AND CONDITIONS <br />OF ORDINANCE N0. 10829 OF THE CITY OF SAINT PAUL, MINNESOTA, <br />APPROVED SEPTEMBER 1lt, 1956, BEING AN ORDINANCE GRANTING <br />PERMISSION Ta THE VILLAGE OF FALCON HEIGHTS TO CONNECT WITH <br />THE SE@FERS OF THE CITY OF SAINT PAUL AND PROVIDING PROVISIONS, <br />TERMS AND CONDITIONS GOVERNING SUCH PERMISSION. Seconded by <br />Utecht and the following vote taken and recorded: <br />Ayess Utecht, Shavor, Cartwright, Nilsen, Stewart <br />Nays: None. <br />The Mayor then declared Ordinance No. Iil. adopted by a unanimous <br />vote and ordered publication of same in the Rose Tribune oP <br />December 13, 1956, requesting the Village attorney to file <br />certified copies of the said ordi.aance with the City Clerk and <br />City Comptroller of the City of Saint Paul. <br />Public Safety- Public Safety Supervisor Don Arndt reported to the council that <br />Don Arndt Officer Earl Smith would return for service this week. He said <br /> that Le Roy Humphrey, from the sheriffis force, who had worked <br /> in Officer Smith's place during the letter's disability, was ~eYyy <br /> cooperative and had done a $ood fob. Arndt recommended that <br /> Humphrey be retained on our police force, stating that by having <br /> him with us, we would have every-day coverage except Sunday; that <br /> there would be no overlapping and that Humphrey would drive his <br /> own car. After discussion, Utecht moved that LeRoy Humphrey be <br /> hired as Village policeman on a part time basis. Seconded by <br /> Cartwright and motion carried unanimously. <br />Pedestrian The liayor asked if a larger pedestrian cross walk sign can be had <br />cross Balk for our pedestrian cross walk near Snelling and Larpenteur. <br /> Arndt reported that Mr. Darrell, of the State Highway Department, <br /> says such signs are restricted to a certain size and color. <br /> Desirability of having a flashing sign above the pedestrian <br /> crosswalk sign was then discussed. Arndt will check on this <br /> matter and report back. <br />Lighting, VH Nilsen reported that parking of cars of residents who came over <br />parking area earlier this evening to attend the public hearing brought out <br />
