Cartwright) <br />Meeting called to order at 7:30 P.M. ,The following council members <br />being present: William R. Utecht, Mayor; David P. Cartwright, Trustee; <br />Harold C. Nilsen, Trustee; George J. Shavor, Trustee. Also present: <br />William E. Olsen, Treasurer and Willis Warkentien, newly elected Trustee. <br />Absent: Clyde J. 'Stewart, Clerk and Frank Graham, Attorney. <br />Minutes of the Public Hearing Wednesday, December 5th, Special meeting <br />Wednesday, December 5th and Canvassing Board meeting Wednesday, December <br />5th were read and approved. <br />[J <br />- The following citizens appeared before the council: <br />Snelling Don Nelson, 1627 Hollywood Court expressed concern <br />Drive regarding the "Right Turn Only" traffic sign at the <br />Traffic SW intersection of Larpenteur and Snelling Drive. He <br /> stated it was difficult for residents of Hollywood <br /> Court to exit from Snelling Drive going North and West. <br /> Mr. Hood, 1597 Hollywood Court also appeared on the <br /> same question. He would like to eliminate through <br /> traffic on Snelling Drive, but felt the present sign <br /> did. not help at all. <br /> Trustee Nilsen explained the. traffic problem at this <br /> intersection since the addition to the shopping center <br /> was completed. Shavor moved that the question of the <br /> removal-of,the stop sign at the West service lane South <br /> of Larpenteur be referred to Don Arndt-for review. <br /> Seconded by Cartwright, motion passed unanimously. <br />Nuisance Mrs. Frank Irving, 175 Tatum complained that a sewage <br />Matter truck is dumping affluent from cess pools behind her home <br /> after dark. Trustee Nilsen will check to see if this is <br /> sewage or sludge from the Land-O-Lakes Fertilizer Plant. <br />Sewer Ray Garcia, 1806 N.,Prior (Falcon Woods) spoke regarding <br />a con Woods the sewer project in the Falcon Woods addition and wanted <br />to know if the project there could be postponed until <br />$uch time as the need. was more urgent. He had contacted <br />21 people, 18 of whom agreed to postponement of the sewer <br />project. Fie asked for permission to submit a petition at <br />the next meeting. <br />John McGregor, 1795 N. Fairview asked if it would be <br />possible to run.. the sewer line on Fairview, but forego <br />connection til the -sewer was needed; the residents to pay <br />for the construction, but being excused from the connection <br />Fairview charge and annual service charges until connected. He <br />explained that all were reluctant to circulate a petition <br />because of subsequent blame if cess pool trouble developed. <br />Mayor Utecht explained that in an extreme emergency con- <br />nection to the sewer might be postponed for up to five <br />years. Mr. McGregor felt this might be acceptable. Cart- <br />, Wright moved that Trustee Nilsen be authorized to arrange <br />a meeting between the residents on Fairview Avenue and the <br />
