• FALCON HEIGHTS CITY COUNCIL MINUTES -4- <br />June 21, 2004 <br />Recommendation for County Board regarding 800 MHz dispatch system (continued) <br />Council member Lamb said that the reason he doesn't like the interim step is that he has enough <br />organizational experience to know that once you have two or more PSAPS set up, it would take a <br />big bomb or a big opportunity to bring about creation of a single site PSAP. One center, from a <br />cost point of view, would save taxpayers a lot of money and be a super deal all the way around. <br />Ramsey County is an urban county. Take advantage of the urban ness. The technologies are <br />available to do this. <br />Council member Kuettel spoke briefly about the 9/11 study and its discussion about all of the <br />different layers. Her initial reaction was to do a single site, regardless of what White Bear Lake <br />and Maplewood do. <br />Mayor Gehrz said that she appreciated what Council member Lamb said about call volume. She <br />could see a single site with cost allocated on a back one year call volume basis. <br />Administrator Worthington said that Ramsey County is using some type of calculation to <br />determine cost. The only fair way to base this would be on call volume. <br />• Council member Lamb said that if the City was to support the two center thing, which is really <br />four, what would be the cost allocation assumptions in the PSAP Falcon Heights would be in? <br />How would costs be calculated? <br />Council member Lindstrom said he has heard some convincing arguments. If the issues can be <br />worked out through a joint powers agreement, he would be satisfied with a single call center. <br />Mayor Gehrz said that she sees everyone so far from that. The County Board members aren't <br />even close. <br />Council member Lamb said that you need to force people to be on the right path. If we support <br />two centers now, those two centers will become entrenched. <br />Mayor Gehrz said that cost should be based on a call volume formula rather than a tax base <br />formula. <br />Council member Lamb said that Falcon Heights will be providing leadership. If we can turn one <br />head tomorrow and more in the future, we will be moving toward something that is more <br />efficient and professional. If we believe a single site is the right thing, that is what we should <br />advocate. <br />Mayor Gehrz said that she will have to wear two hats, one for Falcon Heights and one <br />• representing the eleven other communities. <br />4 <br />
