• <br />:~ <br />MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />November 20, 1991 <br />7:15 p.m. <br />PRESENT' <br />Lee Barry <br />Len Boche, Chair <br />Donna Daykin <br />John Duncan <br />Ed Finegan <br />Carolyn Nestingen <br />Jan Gibson Talbot <br />ALSO PRESENT' <br />Susan Hoyt, Administrator <br />acting as Planner <br />Paul Ciernia, Council member <br />Fred Hoisington, Consultant <br />Meeting was called to order by Chair Len Boche at 7:15 p.m. <br />APPROVAL OF MINUTES <br />Minutes of the October 28, 1991 meeting were unanimously approved <br />as written. <br />PUBLIC HEARING ON THE PROPOSED CHANGES TO 9-2.04f11(I) AND 9- <br />4.01[31(I~ OF THE ZONING CODE. <br />There being no comments or questions from the public, it was <br />moved, seconded, and unanimously passed by the commission to <br />recommend to the council to accept the changes made in the zoning <br />code as follows: <br />9-4.01[3](1) <br />Accessory buildings other than detached private garages as <br />regulated herein. The design and placement of the accessory <br />buildings must be approved by t~i~-~ tj' ~__~:~i'_ ~`<~3'e' as <br />being in harmony with the surrounding residential neig~~orhood. <br />~f t~-r~~re. , -~ a .. ere~rd~e~ <br />9-2.04[1](1) <br />(1) 1, structures 1~~~~t~i~~-s~~~^~~ shall require a <br />wilding permit. <br />PUBLIC HEARING ON THE DRAFT COMPREHENSIVE LAND USE PLAN <br />Chair Boche called the public hearing on the comprehensive land <br />use plan to order at 7:30 p.m. He gave the appreciation of the <br />commission to the residents for their time spent in coming to the <br />land use forums and for their input in helping to draft the plan. <br />Boche then introduced Consultant Fred Hoisington. Mr. Hoisington <br />reviewed the plan with the public regarding the background of <br />Falcon Heights, population/housing/employment assumptions & <br />projections, community goals, land use which included <br />
