MINUTES <br />• REGULAR PLANNING COMMISSION MEETING <br />July 22, 1991 <br />7:30 p.m. <br />PRESENT: ALSO PRESENT: <br />Len Boche (late) Paul Cernia, council member <br />Donna Daykin Susan Hoyt, city planner, administration <br />John Duncan <br />Jan Gibson Talbot <br />ABSENT• <br />Lee Barry <br />Ed Finegan <br />Carolyn Nestingen <br />Meeting was called to order by Donna Daykin at 7:30 p.m. in the <br />absence of Chairman Boche <br />APPROVAL OF MINUTES: <br />Minutes of the June 24, 1991 were unanimously approved as <br />written. <br />A REQUEST FOR A VARIANCE FROM SECTION 9-2 06(F)(4) IN THE ZONING <br />CODE RELATING TO FENCE HEIGHT BY MR. DAVID BOWERS PROPERTY OWNER <br />AT 1530 IOWA STREET IN AN R-1 ZONE. <br />City Planner Hoyt briefed the commission on a request from Mr. <br />David Bowers for a variance of an eight foot high fence from the <br />six foot maximum height in 9-2.06(f)(4) of the zoning code. The <br />variance is requested to allow him to install an eight foot fence <br />alongside the westside of his deck for 24 ft, where his property <br />is within 16 ft of his neighbor's house. The remaining fence <br />would be within the regulation height of six ft. <br />Mr. Bowers explained there is currently a line of shrubs between <br />the properties, but because of the seasonal nature of these <br />shrubs, it does not provide year round privacy as the proposed <br />fence would do. A cedar wood fencing material would be used for <br />the entire fence. He contacted the bordering neighbors and they <br />have no objection to the fence. <br />After discussion, the commission agreed all criteria for granting <br />a variance had been met. In particular, the variance would allow <br />the property owner to enjoy the privacy of his deck. <br />Commissioner Duncan moved to grant the variance. The motion <br />carried unanimously. <br />REVIEW OF THE COMPREHENSIVE PLANNING POLICIES <br />• Comprehensive plan policies were discussed.
