C <br />MINUTES <br />SPECIAL PLANNING COMMISSION MEETING <br />NOVEMBER 13, 1990 <br />6 p.m. <br />Meeting was called to order by E. Finegan at 6:10 p.m. <br />PRESENT: <br />E. ~`inegan, J. Duncan, L. Barry, C. Nestingen, J. Gibson Talbot <br />ABSENT: <br />L. Boche, D. Daykin <br />Fred Hoisington, Planning Consultant, reviewed the concept plan <br />prior to the third community land use forum (attachemnt 1). <br />Mr. Hoisington stated it was very general purposely because we <br />don't want to get involved with the exact locations of <br />apartments and other uses at this time. <br />The discussion focused on "neighborhoods" , the sense of <br />neighborhoods, what comprises neighborhoods in a rather broad <br />fashion. Neighborhoods consist of single family homes, <br />apartments, retail on a very limited scale and schools, parks. <br />• There probably won't be a good deal of change in the <br />configuration of the neighborhoods. The basic boundaries are <br />going to remain the same and we will try to protect the edges <br />because they are most vulnerable as time passes. <br />Draft Concept Plan <br />The draft concept plan identifies areas for residential, <br />commercial and institutional uses (see attached). Mr. <br />Hoisington explained that the proposed changes on the existing <br />land use includes: <br />1. Identifying the residential area on the southside of <br />Larpenteur where Hermes and Guardian Photo are <br />2. Locating a neighborhood commercial center somewhere <br />between Fairview and Lindig <br />3. Expanding the light business area with Stratford to <br />include City Hall land <br />4. No strip development along Larpenteur <br />University of Minnesota and State Fair Lands <br />Mr. Hoisington explained that there were no planned changes in <br />University of Minnesota and Minnesota State Fair lands. <br />However, if a change occurred, the City would encourage the <br />• <br />
