The alternative plan would also involve building the garage in the largest <br />contiguous landscaped area of the lot, substantially breaking up the <br />greenspace of the yard. <br />3. One of the applicants has a disability that requires all living space to be <br />on one floor. This eliminates the possibility of adding a second floor to <br />the home and expanding the current garage. The applicant needs an <br />attached garage to avoid the risk of falling on wet or uneven payment on <br />the walk from the house to the car. <br />Ms. Tretheway and Mr. LeJeune attended the meeting and stated their need for <br />a variance. <br />Salzberg moved to adopt the resolution approving the variance and to <br />recommend to the council the variance be granted because the request meets <br />the standards for granting a variance, specifically (b) which states that the <br />variance will not diminish or impair property values, and (c), which states that <br />the variance is necessary for the preservation and enjoyment of property rights. <br />Seconded by Kuettel and unanimously approved. <br />REVIEW OF THE 1995 PROPOSED CAPITAL IMPROVEMENT PROGRAM <br />State statute requires the planning commission to review the city's proposed <br />capital improvement program (CIP) to assure that it is consistent with the <br />overall direction that the city is moving in its comprehensive plan. <br />Hoyt walked through the CIP with the commission.
