• Fire/Building Ins ections: We have a contract with the City of Little Canada for these services.
It can be renegotiated or reopened on a yearly basis. I would recommend that we do a staff
review of these internally each year, and make recommendations to the Council about the
coming year.
MechanicaUElectrical Inspections: We contract with two individuals for these services, and they
are paid on a per job basis, with their costs covered by permit revenue. As with the building/fire
inspections contract, I would recommend that a yearly staff review is done, and recommendation
made to the Council for the coming year.
IT Contract: We have a contract with Roseville for these services, and we can renegotiate this
yearly. With the IP Telephony, we made a service addendum to the contract, so this allows us to
tailor the contract to new or expanded services in the future. As with Little Canada, I would
recommend that staff review the contract, and make recommendations to the Council on a yearly
basis.
Housing Resource Center, Northwest Youth and Family Services, Roseville Senior Program,
Minnesota Senior Federation: Cooperative Service Agreements. These are located in the
Legislative Expenditures fund in the General Fund Budget. They are reviewed yearly, and
typically, the city requires each organization to submit a yearly report (some submit monthly or
quarterly reports}, and a request for payment. NYFS and HRC submit their audited annual
• report, in addition to their monthly or quarterly reports. The Council decides on an annual basis,
which of these to continue to fund, or whether or not to add cooperative service agreements.
These agreements cover services that the city cannot, or does not provide, often of a social
service nature.
Police: SAPD, two-year contract. This contract mirrors the two-year collective bargaining
contract for the SAPD's police union. The City Administrator and the Mayor meet yearly with
the Police Chief, City Manager of Saint Anthony, and the Mayor of-Saint Anthony to discuss and
review the contract. City councilmembers are encouraged to give input on this, and share their
concerns or comments about the contract. Typically, the contract amount is determined by the
same factors that impact our budgeting-cost of healthcare, fuel and supplies, etc...in addition to
the two-year collective bargaining agreement with the police union.
.7
