In the past, most <br />• emergency planning efforts have looked at strategies to better equip the county and the jurisdictions <br />within the. county to prepare and respond to disasters. Little attention has been paid to the less <br />traditional approach of mitigating against (reducing the impact or likelihood of) such disasters. That <br />old-style view is now changing and the Division of Emergency Management and Homeland Security <br />(EMHS) is currently writing a countywide All-Hazards Mitigation Plan. <br />Being all-hazard, the plan will analyze the impact of the following hazards: <br />• Natural hazards: Earthquakes, Extreme Temps, Infectious Diseases, Karst, Precipitation, <br />Snow and Ice, Solar Stones, Severe Storms (T-storms, hail, lightning, high winds), <br />Tornadoes, Wildfires, and Forest Fires. <br />• Technological hazards: Dam & Levee Failure, Fires, Hazardous Materials Spill, <br />Radiological, Water Supply and Food Supply Contaminztion. <br />• And of course, Terrorism and Domestic Preparedness issues. <br />We have established a planning committee made up of representatives from the various jurisdictions, <br />emergency response agencies, county and municipal government, public health, IT/IS departments, <br />airport officials, local emergency managers, and the private sector. This group is currently assessing <br />the risks to Ramsey County from the hazards in order to provide guidance as to what we should focus <br />our efforts on. Mitigation strategies, goals and priorities will be established for this plan as well. <br />Public meetings will be held in September to allow the public to review and comment on draft <br />versions of the plan, and to contribute their ideas and concerns. Public Safety sensitive information <br />will, of course, be withheld from public versions of the plan. <br />• <br />1 <br />4L <br />
