CHAPTER 17 <br />B. General city development powers <br />Cities have authority to aid and cooperate in the planning, construction or <br />operation of economic development and housing and redevelopment <br />projects. <br />Minn. stet. §469.041. The following is a partial list of actions cities may take, with or without <br />compensation: <br />• Dedicate, sell, convey, or lease any of its interests in any properly or <br />grant easements, licenses or any other rights or privileges to an HRA; <br />• Furnish parks, playgrounds, recreational, community education, water, <br />sewer, and drainage facilities or other works adjacent to or in <br />connection with housing and redevelopment projects; <br />Do any and all things necessary or convenient to aid and cooperate in <br />the planning, undertaking, construction or operation of the projects; <br />and, <br />Minn. Stet. §469.043, subd. 2. • Grant a partial tax exemption of up to 50 percent of all local taxes for <br />• Minn. Stet. §§ 469.192. <br />Laws establishing the purposes <br />are Minn. Stet. §§ 116J.415, <br />469.001 to 469.068, 469.090 to <br />469.1081, 469.124 to 469.134, <br />469. l 52 to 469.165, or any <br />special law. <br />Judd Supply Co. v. App. 1989). <br />housing projects in a redevelopment district. <br />A statutory city, a home rule charter city, an economic development <br />authority, a housing and redevelopment authority or a port authority may <br />make a loan to a business, a for-profit or nonprofit organization, or an <br />individual for any purpose the entity is otherwise authorized to carry out <br />under any of the laws cited. <br />Private development projects that receive public financial or other <br />assistance will not necessarily become public projects that trigger <br />competitive bidding or other state laws applicable to public works. <br />C. Economic development authorities/port <br />authorities <br />Two development approaches gaining in use are the port authority and the <br />economic development authority. <br />Minn.
