ETHICS POLICY FOR FALCON HEIGHTS PUBLIC OFFICIALS <br />Purpose The purpose of this policy is to establish ethical standards of conduct for city <br />officials. <br />Policy General Declaration of Policy. It is imperative that all persons acting in the public <br />service not only maintain the highest possible standards of ethical conduct in their <br />transaction of public business but that such standards be clearly defined and <br />known to the public as well as to the persons acting in public service. The proper <br />operation of democratic government requires that public officials be independent, <br />impartial and responsible to the people; that governmental decisions and policies <br />be made in the proper channels of the governmental structure; that public office <br />• not be used for personal gain; and that the public have confidence in the integrity <br />of its government. <br />Sec. 1. Definition of Terms. <br />A. Direct Financial Interest is defined as an interest having a monetary value of <br />substance that may be significantly affected by the action of the city. <br />B. Personal Interest is defined as an interest arising out of a relationship such as <br />blood, marriage or business which may. involve the likelihood of bias. <br />C. Blood relationships and marriage relationships are defined as immediate <br />family relationships including: spouse, children, grandchildren, mother, father, <br />father-in-law, mother-in-law, stepfather, stepmother, brother, sister, sister-in-law, <br />and brother-in-law. <br />D. Public officials are defined as all public officials either elected, appointed, or <br />employed by the city, who serve in a supervisory, decision-making or advisory <br />capacity in the City of Falcon Heights. <br />Public officials are: the Council, Planning Commission members, City <br />Administrator, Deputy City Clerk, City Finance Director, and Public Works <br />Director. <br />as <br />
