ETHICS POLICY FOR FALCON HEIGHTS PUBLIC OFFICIALS Purpose The purpose of this policy is to establish ethical standards of conduct for city officials. Policy General Declaration of Policy. It is imperative that all persons acting in the public service not only maintain the highest possible standards of ethical conduct in their transaction of public business but that such standards be clearly defined and known to the public as well as to the persons acting in public service. The proper operation of democratic government requires that public officials be independent, impartial and responsible to the people; that governmental decisions and policies be made in the proper channels of the governmental structure; that public office • not be used for personal gain; and that the public have confidence in the integrity of its government. Sec. 1. Definition of Terms. A. Direct Financial Interest is defined as an interest having a monetary value of substance that may be significantly affected by the action of the city. B. Personal Interest is defined as an interest arising out of a relationship such as blood, marriage or business which may. involve the likelihood of bias. C. Blood relationships and marriage relationships are defined as immediate family relationships including: spouse, children, grandchildren, mother, father, father-in-law, mother-in-law, stepfather, stepmother, brother, sister, sister-in-law, and brother-in-law. D. Public officials are defined as all public officials either elected, appointed, or employed by the city, who serve in a supervisory, decision-making or advisory capacity in the City of Falcon Heights. Public officials are: the Council, Planning Commission members, City Administrator, Deputy City Clerk, City Finance Director, and Public Works Director. as
