Introduction <br />• Honorable Mayor Council Ci <br />ty Administrator, and Falcon Heights <br />residents: <br />I am pleased to present to you the Police Department's 2003 Annual Report. <br />With domestic terrorism, conflict in Iraq, and hostilities in Afghanistan and <br />other parts of the world weigh heavy on the minds of all of us. With our <br />country and communities at risk of terroristic attack has lead to changes in <br />the way we conduct business. Over the past year, we have been preparing <br />for weapons of mass destruction and any significant events that could have a <br />devastating impact on our city. We have made these additional challenges to <br />meet with our needs and police mission. <br />2003 saw economic changes that have challenged local government to <br />provide the same level of service at a lower cost. The police department <br />continues to do more for less and provide for new and innovating ways to <br />deliver service to the community.
