FALCON HEIGHTS CITY COUNCIL MINUTES -11- <br />May 5, 2004 <br />Consider approval of an ordinance amending Chanter 9 of the Falcon Hei hts City code <br />concerning vehicle sales (continued) <br />Subdivision 2. Nonresidential District. Motor, commercial, and recreational vehicles shall not be displayed "for <br />sale" or sold within nonresidential districts unless as part of an approved licensed sales dealership or for short term <br />parking (12 hours or less) if the vehicle is owned by an employee of said business where the vehicle is parked with <br />the consent of the business owner. <br />SECTION 2. This ordinance shall be effective immediately upon its passage. <br />ADOPTED this 5th day of May, 2004, by the City Council of Falcon Heights, Minnesota. <br />Planning Chair Harris said the Minnesota Street Road Association's annual weekend at the State <br />Fairgrounds presents issues for her neighborhood. People park along the frontage roads, put <br />chairs on their vehicles, have loud music and drink beer. They block the frontage roads so it is <br />impossible for the residents. <br />Administrator Worthington said that prior to the State Fair each year, the City restricts parking <br />on particular streets in the City, and the Snelling Avenue frontage roads are included in this <br />• action. The City could do this earlier, before the Minnesota Street Road Association`s Back <br />to the 50's weekend on June 17-20. <br />The general consensus of the Council was to instruct City staff to do an early installation of <br />restricted parking signage before the MSRA Back to the 50's Weekend on June 17-20. The <br />signage will remain in place until after the State Fair. Affected residents will be accommodated <br />by the City as necessary. <br />Award contract for Curtiss Field improvement project <br />Administrator Worthington said the bid opening for the Curtiss Field improvement project was <br />held earlier in the day. As part of the Municipal Agreement with MN DOT, the low bid <br />contractor had to be approved by MN DOT before Falcon Heights could award the contract. <br />Bids were received from two companies, as outlined below: <br />1. Jay Bros., Inc. $323,702.71 <br />2. Environmental Assoc. $492,972.40 <br />The engineer's construction cost estimate for this project was $357,546.00. The low bid from <br />Jay Brothers, Inc. is approximately 9.5% below the engineer's estimate. The City will only be <br />responsible for $238,825.40 of the total cost, and the balance will be covered by grants from <br />MN DOT and draws against the City's MSA account, as well as the park dedication fee paid <br />• by Sherman & Associates. MN DOT has reviewed the two bids and has approved the low bid <br />from Jay Bros., Inc. <br />~G <br />
