Expenditures increased $ 6,198 in <br />2003, but the actual General Fund expenditures for 2003 were under budget by $ 29,875. <br />The excess in revenues over expenditures over the past five years has enabled the City Council to <br />provide budgeted transfers to other funds that can not support operations, such as the Park <br />Program Special Revenue Fund. The General Fund has also transferred funds to other funds for <br />capital purchases. <br />An analysis of revenue by source for the current and previous year is shown on the following <br />two graphs on the next page. As presented in the pie charts, the sources of General Fund revenue <br />have remained relatively stable. Property taxes and intergovernmental revenue (such as Market <br />Value Credit and Local Government Aid) have made up approximately 80% of General Fund <br />revenues each of the past two years. <br />• <br />4 <br />iyyy 2000 2001 2002 2003 <br />
