POLICY H2 <br />• 6/23/04 <br />ITEM: Interim report from the Solid Waste Commission on organized <br />collection <br />SUBMITTED BY: Deborah Jones, Staff Liaison <br />REVIEWED BY: Heather Worthington, City Administrator <br />EXPLANATION: <br />Summary: Since the Council passed a resolution of intent to organize refuse collection on <br />March 24, 2004, the Solid Waste Commission has met five times -twice with a group of haulers, <br />once in a public meeting, and twice for regular Commission meetings. As directed by the <br />Council on March 24, the Commissioners have undertaken an in-depth study of all the issues <br />related to the goals which were approved by the Council on January 28. Although they have <br />collected a large amount of information in a very short time, the Commissioners voted at their <br />June 10 meeting to extend by one month the planning period described in the statute for the <br />following reasons: <br />• Insufficient time to absorb and discuss the information that has been collected to date <br />• • The need for additional research in several areas <br />• The need for additional time to formulate a plan as called for in the statute <br />The Commission sought the advice of the City Attorney to confirm that an extension would not <br />invalidate the process. He confirmed that the 90 days given in the statute for the planning phase <br />is a minimum, and that the only Council action needed is a declaration of the end of the planning <br />period when the time comes.
