OCT 8 °2003 <br />RAMSEY COUNTY BOARD OF COMMISSIONERS <br />JANICE RETTMAN <br />County Commissioner <br />District 3 <br />TO: Ramsey County Local Elected Officials <br />a <br />FROM: Janice Rettman, Chair <br />Ramsey County HRA <br />DATE: October 6, 2003 <br />RE: Suburban HRA Levy Follow-up <br />On Tuesday, September 9 the Ramsey County Housing and Redevelopment Authority Board <br />adopted a maximum levy of $805,800 for suburban communities for 2004. This new levy is just <br />under 1% and is intended to support housing initiatives as permitted under Minnesota Statutes as <br />well as to maximize leverage of other dollars. Under the proposed spending plan, these levy funds <br />would be distributed to each of the 18 suburban communities based on population, however, each <br />municipality's elected officials would decide how those funds are spent within the requirements <br />outlined in the statutes. This could include pooling resources for joint efforts and purchasing <br />• services from the Housing Resource Center. <br />Following a meeting on August 4`h of this year, the plan for governance and fund distribution was <br />revised to take into account the comments made by municipality representatives or in letters. A <br />copy of the revised plan and minutes of the meeting were sent to each city in late August. I have <br />attached a copy of the plan, fund distribution and the adopting resolution for your convenience. <br />A public hearing and final consideration of the levy, governance plan and fund distribution will <br />be held later this year. However, in order to provide another opportunity for full input, I have <br />scheduled a meeting for Thursday, October 16 from 2:00 to 3:00 P.M. at the Falcon Heights <br />City Ha11, 2077 Carpenter Avenue.
