Knutson, City Attorney <br />EXPLANATION: <br />SuSu--~ry• In the Spring of 2003, city staff began working with a committee formed <br />Ramsey County League of Local Governments (RCLLG) to investigate the ossibilit by the <br />utilizing joint purchasing agreements for equipment, services, and supplies. At that ti of <br />City of Saint Paul/Ramsey County made local suburban governments aware of the e me, the <br />xgstence of <br />the Division of Contract and Analysis Services. This department is a joint effort wit <br />and Ramsey County, and they provide joint purchasing, contractin s h Saint Paul <br />and other related support services to the city and county. After se ~ral meetings the c <br />recommended that Saint Paul/Ramsey County investigate offerin p ~ printing <br />g those same services to <br />suburban communities through a Joint Powers Act. Happil ,the JP g ~ °mmittee <br />City of Saint Paul, and we are now able to become part of the joint purchasn n approved by the <br />g pool. <br />This will enable Falcon Heights and other suburban communities to take advanta e <br />prices for equipment, services, and supplies that we would otherwise have to ne otiate better <br />In addition, we will be eligible to purchase a myriad of items that are already under a <br />contract list, such as gasoline, which will be a substantial savin for g ourselves. <br />g our city. The one-time setup <br />cost for access to the master contract is $100.00. If we want to take adva master <br />such as Request for Proposal, or Advertised Bid, it will cost $900 per transacgt o orhb ds rvices, <br />over $50,000, and $400 for those under $50,000 (which is a savings over our current con /RFP's <br />costs). In addition, we will be eligible to utilize the services of RiverPrint, the cit /coun sultant <br />printing plant, and their bulk mail/insertion services.
