Knutson, City Attorney <br />EXPLANATION: <br />Summary: In the Spring of 2003, city staff began working with a committee formed by the <br />Ramsey County League of Local Governments (RCLLG) to investigate the possibility of <br />utilizing joint purchasing agreements for equipment, services, and supplies. At that time, the <br />City of Saint Pau1/Ramsey County made local suburban governments aware of the existence of <br />the Division of Contract and Analysis Services. This department is a joint effort with Saint Paul <br />and Ramsey County, and they provide joint purchasing, contracting, surplus disposal, printing <br />and other related support services to the city and county. After several meetings, the committee <br />recommended that Saint Paul/Ramsey County investigate offering those same services to <br />suburban communities through a Joint Powers Act. Happily, the JPA has been approved by the <br />City of Saint Paul, and we are now able to become part of the joint purchasing pool. <br />• This will enable Falcon Hei hts an <br />g d other suburban communities to take advantage of better <br />prices for equipment, services, and supplies that we would otherwise have to negotiate ourselves. <br />In addition, we will be eligible to purchase a myriad of items that are already under a master <br />contract list, such as gasoline, which will be a substantial saving for our city. The one-time setup <br />cost for access to the master contract is $100.00. If we want to take advantage of other services, <br />such as Request for Proposal, or Advertised Bid, it will cost $900 per transaction for bids/RFP's <br />over $50,000, and $400 for those under $50,000 (which is a savings over our current consultant <br />costs). In addition, we will be eligible to utilize the services of RiverPrint, the city/county <br />printing plant, and their bulk mail/insertion services.
