AU G 2 7 Z00~ <br />RAMSEY COUNTY BOARD OF COMMISSIONERS <br />JANICE RETTMAN <br />County Commissioner <br />District 3 <br />TO: Ramsey County Local Elec ed Officials <br />FROM: Janice Rettman, Chair ;~ ' <br />Ramsey County HRA~ <br />DATE: August 25, 2003 <br />RE: Minutes of the August 4 Suburban HRA Levy Meeting <br />Enclosed are the minutes of the special meeting held on August 4 to get your input on the <br />draft proposal for a suburban HRA tax levy and distribution plan. I have also included a <br />revised distribution plan based on the comments we have received. The revisions <br />decrease funding for the three smallest communities (Blaine, Spring Lake-Park and Gem <br />• Lake) because of their limited population and increase funding for the larger communities <br />(New Brighton, White Bear Lake, Shoreview, Roseville and Maplewood) because of <br />their greater population. I encourage you to review the comments and revised distribution <br />plan and to continue discussion of the proposed levy until we can come to a final <br />decision. I also want to encourage continued input from you, the local elected decision <br />makers, because the HRA Board is always open to comments you may have on this or <br />other proposals. <br />In the meantime, the Ramsey County HRA must certify the maximum property tax levy <br />by September 9. Based on the response the Board has received it is possible that a small <br />maximum levy could be approved at that time. This will give ample opportunity for <br />continued discussion and a final decision in December on-both the levy and the <br />distribution plan. In December, the Board could adopt a levy if one is certified on <br />September 9, adopt a levy lower than the one proposed or decide not to adopt a levy at <br />all.
