Instructor preparation & delivery time <br />2. Program administration of CERT <br />3. Creation/Maintenance of CERT database <br />4. Rental of training facility <br />5. CERT member equipment (safety helmet, <br />safety vest, goggles and gloves) <br />6. Printing of CERT materials (instructor guides, <br />student manuals, brochures, certificates, <br />handouts, newsletters and postage. <br />7. Other CERT items as described in work plan. <br />APPLICATION PROCESS <br />It is DEM's desire to simplify the grant application <br />process for both programs. One application form <br />will be used to apply for funds from either the <br />Citizen Corps Council or CERT, or both. To apply <br />for Citizen Corps/CERT funds, all applicants must <br />submit a Citizen Corps/CERT application form, <br />attached to this document. <br />OTHER GRANT APPLICATION <br />REQUIREMENTS -EQUIPMENT <br />DPS/DEM November 2002 <br />Non-expendable classroom equipment for CERT <br />is limited to 10% of the grant award. <br />Non-Supplanting Agreement: Entities receiving <br />Citizen Corps/CERT monies agree not to supplant <br />local funding, or duplicate another Federal grant <br />with funding that might result from acceptance of <br />an application submitted in response to this <br />solicitation. <br />Grant Match Requirements: The Citizen <br />Corps/CERT Grant program is 100% federally <br />funded, with no match required from state or local <br />agencies. <br />UNAUTHORIZED PROGRAM EXPENDITURES <br />Expenditures for equipment such as vehicles, <br />general-use laptop computers, computer monitors <br />and printers, and video-monitoring equipment, as <br />well as arms and ammunition, are not allowable <br />under this program. <br />GRANT APPLICATION TIME FRAME <br />All applications for 2002 grant funds must be <br />submitted to DEM by January 31, 2003. <br />GRANT APPLICATION REVIEW PROCESS <br />Review of 2002 Citizen Corps/CERT Grant <br />program applications will be conducted by a sub- <br />committee of the MN Citizen Corps Council. The <br />grant sub-committee will make recommendations <br />to the full council about the merits of each <br />proposal. Based on the advice given, the <br />Minnesota Citizen Corps Council will recommend <br />to the Commissioner of Public Safety proposals to <br />receive funding consideration. <br />The Minnesota Citizen Corps Council includes <br />representatives from the following organizations: <br />Minnesota State Fire Chiefs Association <br />Minnesota Chiefs' of Police Association <br />Minnesota Police & Peace Officers Association <br />Minnesota Sheriffs Association <br />Minnesota Voluntary Organizations Active in <br />Disaster <br />Association of MN Emergency Managers <br />Minnesota Department of Health <br />Minnesota Department of Military Affairs <br />Minnesota Department of Public Safety <br />The City of Burnsville <br />Page 2 <br />ac <br />
