Establishing a tracking system for volunteers. Measures taken to foster increased collaboration between first responder/emergency management, volunteer groups, and other stakeholders. Implementing official Citizen Corps programs, using citizens in all aspects of crime prevention, mitigation, preparedness, response, recovery efforts and public health activities. ELIGIBLE ACTIVITIES (CERT) 1. Instructor preparation & delivery time 2. Program administration of CERT 3. Creation/Maintenance of CERT database 4. Rental of training facility 5. CERT member equipment (safety helmet, safety vest, goggles and gloves) 6. Printing of CERT materials (instructor guides, student manuals, brochures, certificates, handouts, newsletters and postage. 7. Other CERT items as described in work plan. APPLICATION PROCESS It is DEM's desire to simplify the grant application process for both programs. One application form will be used to apply for funds from either the Citizen Corps Council or CERT, or both. To apply for Citizen Corps/CERT funds, all applicants must submit a Citizen Corps/CERT application form, attached to this document. OTHER GRANT APPLICATION REQUIREMENTS -EQUIPMENT DPS/DEM November 2002 Non-expendable classroom equipment for CERT is limited to 10% of the grant award. Non-Supplanting Agreement: Entities receiving Citizen Corps/CERT monies agree not to supplant local funding, or duplicate another Federal grant with funding that might result from acceptance of an application submitted in response to this solicitation. Grant Match Requirements: The Citizen Corps/CERT Grant program is 100% federally funded, with no match required from state or local agencies. UNAUTHORIZED PROGRAM EXPENDITURES Expenditures for equipment such as vehicles, general-use laptop computers, computer monitors and printers, and video-monitoring equipment, as well as arms and ammunition, are not allowable under this program. GRANT APPLICATION TIME FRAME All applications for 2002 grant funds must be submitted to DEM by January 31, 2003. GRANT APPLICATION REVIEW PROCESS Review of 2002 Citizen Corps/CERT Grant program applications will be conducted by a sub- committee of the MN Citizen Corps Council. The grant sub-committee will make recommendations to the full council about the merits of each proposal. Based on the advice given, the Minnesota Citizen Corps Council will recommend to the Commissioner of Public Safety proposals to receive funding consideration. The Minnesota Citizen Corps Council includes representatives from the following organizations: Minnesota State Fire Chiefs Association Minnesota Chiefs' of Police Association Minnesota Police & Peace Officers Association Minnesota Sheriffs Association Minnesota Voluntary Organizations Active in Disaster Association of MN Emergency Managers Minnesota Department of Health Minnesota Department of Military Affairs Minnesota Department of Public Safety The City of Burnsville Page 2 ac
