<br />^ In Falcon Heights there is a pattern of more coverage (30% - 40%) on smaller lots and much <br />less coverage (under 15%) on the very largest lots. <br />The Commission concluded that it is in the interest of the City to adopt new limits on impervious <br />coverage of lots in R-1 zones. The limits should reflect the diversity of residential property <br />within the city. The limits should be such that most reasonable building projects can be <br />permitted outright without adding significantly to the number of variance requests received by <br />the city and yet not so generous that neighborhood character will be compromised. <br />After considering several options, Mr. Cornejo recommended basing the new limits on lot size. <br />Analysis of data on existing lot coverage showed that R-1 properties in Falcon Heights can be <br />grouped into four clear categories based on the area of the lot. Smaller lots tend to be more <br />densely covered (30% - 40%), while the largest lots are more open (less than 15% coverage). <br />A coverage limit was chosen for each category to reflect the existing density and allow most <br />property owners some room for expansion without needing variances. A small number of lots <br />already exceed the proposed limits and would become legally non-conforming. The proposed lot <br />coverage limits were incorporated into an amendment to the City Code written in consultation <br />with City Attorney Roger Knutson and approved in principle by consensus of the Commission <br />on August 28, 2002. <br />A public hearing has been called to receive the input of Falcon Heights citizens on this issue on <br />Tuesday, November 26, 2002. <br />Following the hearing, Staff recommends that the Planning Commission vote on recommending <br />approval of Ordinance 02-04 by the Falcon Heights City Council. <br />ATTACHMENTS: <br />Copy of the proposed Ordinance 02-04 amending Section 9-2.05, subd. 2d of the Falcon <br />Heights City Code. <br />ACTION REQUESTED: <br />A motion to recommend that the City Council approve Ordinance 02-04 <br /> <br />31 <br />
