• POLICY ITEM: G2
2/12/03
ITEM: Consideration of an Amendment to the City's Comprehensive Plan
SUBMITTED BY: Heather Worthington, City Administrator
REVIEWED BY: Roger Knutson, City Attorney
EXPLANATION:
Summary: In 2000, the City was required to submit an update to the 1991
Comprehensive Plan for the Metropolitan Council. In that update, the Southeast corner
of Snelling and Larpenteur Avenues was listed as a "study redevelopment area". At that
time, the City did not have any firm plans for the redevelopment of the corner, and
therefore did not list a specific use or project for the site.
In early 2000, the City began discussions with the property owners of that site, and in
2001, entered into an agreement with Sherman and Associates to redevelop the site as
mixed-use retail/housing. The City must now amend its Comprehensive Plan to reflect
the proposed use for the site.
• The Planning Commission, at its meeting on February 4, 2003, recommended unanimous
approval of the amendment, as presented. The amendment is being submitted to the City
Council for their approval and then will be submitted to the Metropolitan Council for
their review and inclusion into our Comprehensive Plan. While this is a formality, it is
necessary to have a Comprehensive Plan that is consistent with the City's planning
efforts in this regard, and will reflect the project goals and desired outcomes.
ATTACHMENTS:
• Map showing the SE Corner and the "study redevelopment area" designation
• Council resolution amending the Comprehensive Plan
ACTION REQUESTED:
Approval of the 2003 Comprehensive Plan Update Amendment

~1
