Currentl <br />y, the State <br />_ spends 46 percent more per capita on health and human services that the-national <br />. average. Governor Pawlenfy's budget increases spending for health and human services <br />by eight percent, but controls costs. by. prioritizing and re-directing resources to protect <br />core services. The Governor. is also recommending that 2.5 cents of the existing tobacco <br />tax be redirected to fund medical education and research. <br />• Aid to Local Governments: Protecting the original purpose of local government aid <br />(LGA) to assist needy communities in providing.police, .fire and other basic services.. <br />- Under Governor Pawlenty's plan, cities would see a 6.2 percent average reduction in total <br />r€venues, and counties an average reduction of 2.4 percent.: By enacting tough levy <br />limits and reverse referendum, increases in property taxes will be limited to .protect <br />taxpayers. _ - <br />"When you look at the challenges facing Minnesotafamilies today, from being laid offfrom <br />their jobs to seeing_their.fathers and mothers sent off to fight in .the war on terror, the challenge <br />of making state government live within its means seems miniscule.
