F!~ <br />_ Ec®r~om~i~ ~e~elopien <br />_. <br />• Two significant reforms are being recommended by the Governor in the budget for the <br />Department of Labor and Industry. By implementing a new apprenticeship registration fee, the <br />program costs for that activity will be transferred to those organizations that receive the benefit of <br />the Apprenticeship program. The second reform includes fuming the agencies private sector <br />OSHA enforcement program back to the federal government. The department will continue a <br />smaller OSHA program directed towards public sector employers not covered by federal OSHA <br />regulations. <br />• The Governor's budget reduces funding for the Arts Board by 22 percent from FY 02-03 and <br />eliminates state funding for the Humanities Commission. Even with these changes, funding per <br />capita for arts and humanities is the second highest in the Midwest, second only to Michigan. <br />• <br />• <br />Governor's 2004-05 Budget 19 <br />
