Planning Commission <br />2/25/03 <br />ITEM: Interim Use Permit for the Twin Cities Co-ops Federal Credit Union <br />SUBMITTED BY: Heather Worthington, City Administrator <br />Deborah Jones, Planning and Zoning Coordinator <br />REVIEWED BY: Roger Knutson, City Attorney <br />EXPLANATION: <br />Summarv: At its February 4th meeting, the Planning Commission voted unanimously <br />to recommend to the City Council approval of the ordinance establishing IUP's as <br />planning tools in the City Code and farmer's markets as a legal interim use in the B-2 <br />zone. Subsequently, the City Council voted unanimously to approve the ordinance. The <br />next step in this process is for the Planning Commission to make a recommendation to <br />the City Council on the Farmer's Market IUP itself. <br />Staff has communicated with the representatives of the Twin Cities Co-ops Federal <br />Credit Union and the St. Paul Farmer's Market to discuss their needs, and the concerns of <br />• the residents who attended the public hearing on the ordinance. Using notes from that <br />meeting, including the videotape of that meeting, staff has drafted an IUP with help from <br />the Planning Commissioners themselves. This IUP is attached for your perusal and <br />comment tonight. <br />Major issues such as parking and sale of specific items have been addressed. <br />Additionally, there is a mechanism for review of the permit after one season, and <br />requirements that the owner of the property take certain steps to ensure that the property <br />is cleaned thoroughly after the market, and adequate parking is provided. To this end, the <br />city has offered the parking spaces available at city hall (50) for use by Twin Cities Co- <br />ops Federal Credit Union employees on Tuesdays.
