Exhibit A <br />Work Plan <br />The following summary of work is based on the Como Lake Subwatershed 7 Stormsewer System <br />proposal submitted by Emmons & Olivier Resources, Inc. dated November 20, 2002, and the <br />revised Section 3.0 Project Hours and Cost Summary dated December 23, 2002, which are <br />incorporated in their entirety into the Work Plan by reference. <br />Element 1-Evaluate Eacisting Information and Proposed or Potential Modifications: <br />a) Develop existing and proposed XP-SWMM 2000 models of pipes 15-inch and bigger for the <br />St. Paul system including Curtis pond, Gottfried's Pit drainage area and lift station, and Golf <br />Course Ponds for 5-year, 10-year and 100-year events. <br />b) Identify inlet and outlet capacity problems. Assess magnitude and severity of flooding in areas <br />identified. <br />c) Evaluate the impact of improvements and modifications currently proposed by project <br />partners. Develop alternative proposals. <br />d) Evaluate current operation of Gottfried's Pit. Determine system requirements downstream of <br />Gottfried's Pit to eliminate flooding at Larpenteur and Fernwood. Assess alternatives to improve <br />infiltration, volume reduction and retention/detention at Gottfried's Pit. <br />e) Evaluate proposed Curtis Pond infiltration enhancement and need for outlet. <br />f) Deliverables: 1) XP-SWNIlVI 2000 models for existing and proposed systems 15-inch and <br />bigger for 5-year, 10-year and 100-year events. 2) Color map of existing system and problem <br />areas. 3) Color map of proposed system showing prioritized alternatives and impact of <br />improvements in reducing flooding and capacity problems. 4) Section of report discussing model <br />results and proposed system improvements and priorities. 5) Section of report discussing <br />possible Gottfried's Pit retention/detention improvements and changes in operation and <br />downstream capacity. <br />Element 2 -Evaluate Water Oualitv Impacts and Opportunities to Resolve Svstem <br />Capacity Problems and Implement Target Pollutant Reduction Goals: <br />a) Use and expand existing P8 model in conjunction with XP-SWMM 2000 modeling to evaluate <br />water quantity and quality interactions. <br />b) Identify water quality improvement opportunities in conjunction with addressing flooding and <br />capacity issues. <br />c) Assess water quality impacts in Como Lake if water quantity improvements are incorporated <br />without quality component. <br />d) Identify specific BMP's, operation and maintenance practices and drainage improvements to <br />implement District's target pollutant reduction goal for Subwatershed 7. <br />e) Deliverables: 1) Expanded, more detailed P8 model with alternatives and proposed <br />improvements. 2) Color map showing proposed and prioritized alternatives and impact of <br />system improvements in reducing Como Lake pollutant loads. 3) Section of report addressing <br />retention/detention improvements in Gottfried's Pit. 4) Conduct 1 technical meeting. <br />Cooperative Agreement Como Lake Subwatershed 7 Area Study Page 10 of 11 <br />Capitol Region Watershed District <br />
