AGENDA ITEM F-6 <br />April 25, 1990 <br />T0: City Council <br />FROM: Susan Hoyt Taff, City Planner <br />RE: Recommendation for Hiring a Consulting Firm to Prepare the <br />Comprehensive Municipal Plan Update <br />On Monday, April 23, 1990 the Planning Commission interviewed planning consultants <br />regarding tr~eir proposals for updating the City's Comprehensive Municipal Plan. <br />The consultants were Mr. Randy Thoreson of Short, Elliot and Hendrickson, Mr. <br />John Uban and Mr. Tim Malloy of Dahlgren, Shardlow and Uban and Mr- Fred Hoisington <br />of the Hoisington Group. <br />. The Commission felt that all candidates demonstrated the capacity to prepare the <br />comprehensive plan update. After much discussion, the Commission unanimously <br />recommended the Hoisington Group for three reasons. First, the consultant em- <br />phasized the planning process involving citizens and decision-makers as the <br />critical element in preparing a comprehensive plan. Second, the Hoisington Group <br />is experienced in metropolitan land use planning issues, yet brings a new <br />perspective to Falcon Heights. And, third, the Hoisington proposal carefully <br />detailed the steps in the preparation of the plan and the level of city staff <br />involvement. <br />The Commission recommended that the city staff request the Hoisington Group to <br />add two options to the $13,500 proposal. These are to include a more detailed look <br />at redevelopment in the City and to expand the citizen involvement in the process <br />beyond the 4 neighborhood meetings included in the proposal. The attached letter <br />describes these two elements. <br />It has also come to my attention that there is an opportunity to hire a graduate <br />student in planning to assist us with the comprehensive plan through a grant from <br />the Center for Urban and Regional Affairs (CUBA).
