-=-'~ <br />Proposal for <br />Comprehensive <br />Municipal Plan <br />Revision <br />Pro~~ct Ap,~raach <br />Project Approach A successful Comprehensive Municipal Plan offers direction to <br />City of Falcon Heights while preserving its unique features nd <br />character. The plan serves as a foundation for City guidelines such <br />as zoning and a "course of action" for planning activities like <br />infrastructure management, environmental concerns, land-use <br />guidelines/policies, transportation, economic development and <br />park system analysis. <br />Our project approach and work plan responds to items identified in <br />the Request for Proposal, our understanding of the Falcon Heights <br />~ community, and information obtained during discussions with Cit <br />staff. In addition, the valuabel process of incorporating City officials <br />~; and public input is also highlighted. Key contacts and meetings <br />with agencies such as Metropolitan Council, Universi of <br />Minnesota, State Fair Grounds and Ramsey County are also <br />emphasized. <br />We propose aFive-Phase Work Program and Schedule. Our project <br />tasks concentrate on updating existing relevant sections of the <br />Comprehensive Municipal Plan and developing new planning <br />elements and land-use policies that address current and future City <br />needs. We will undertake extensive research and analysis that <br />results in a "timely" and "useable planning document. Scheduled <br />meetings and workshops will be conducted to obtain input from <br />City officials, staff, and citize_-ls. <br />The five phases of the Work Program are: <br />Phase I: Review Existing Plan/Data <br />Phase II: Setting Goals/Consensus-Building Woirkshops <br />Phase III: Research and Analyze Data <br />Phase IV: Formulate Policies <br />Phase V: Draft Comprehensive Municipal Plan Update <br />~r: <br />Short-Elliott-Hendrickson, lnc. <br />- Wage 1 <br />i <br />
