CARROLL <br />Since 1985 when she founded Carroll, Franck & Associates (CF &A), Anne Carroll <br />has provided a variety of consulting services to public and non-profit organizations. <br />These have .included: <br />Developing application software and selecting hardware for land use, geographic <br />information systems, mapping systems, public works, and park and recreation. <br />Assessing needs, analyzing, selecting, and implementating citywide, integrated <br />information management systems for muncipalities. <br />. Developing and delivering strategic planning and management training programs. <br />Prior to forming CF &A, Anne Carroll's professional experience included staff and <br />consulting assistance to public, private, and non-profit organizations to: <br />Develop comprehensive plans and zoning ordinances ~ <br />. Research and develop municipal, regional, and corporate policies and regulations r <br />t <br />. Design and implement management, decision-making, information system, an <br />financial risk-assessment projects ~ <br />Write and edit software, procedural, and technical manuals <br />She has worked in both the public and private sector, including positions with the • <br />City of Minneapolis, State Planning Agency, Metropolitan ~o PsonP& Company a <br />Center (development of database applications soft ware), <br />(management and computer systems training), and Honeywell (policy analysis and <br />research). <br />Ms. Carroll received the degree of Master of Planning in public affairs from the <br />rumphrey Institute at the University of Minnesota, and a Bachelor of Arts in <br />American Studies and English from the same university- She is a past and present <br />board, commission, and committee member of various organizations, including: City <br />of Falcon Heights Planning Commission, American Planning Association, Minnesota <br />Planning Association, Urban and Regional Information Systems Association, Humphrey <br />Institute Alumni Association, and the Liberty Plaza Housing Project. <br />Short-Elliott-Hendrickson, Inc.
