POLICY Hl <br />1/26/05 <br />ITEM: Organized garbage collection discussion <br />SUBMITTED BY: Solid Waste Commission <br />EXPLANATION: <br />Summary: On March 24, 2004, the Falcon Heights City Council passed a resolution of intent to <br />organize refuse collection under the provisions of Minnesota Statute 115A.04 (1). At that <br />time the Council called upon the Solid Waste Commission to undertake a study of all of the <br />issues related to the proposed change. The results of the Commission's study were published in a <br />70+ page report to the City Council in October, 2004. From late October until the end of <br />December, residents were encouraged to read the report and comment on the commission's <br />research and recommendations. The input that residents submitted has been tallied, and follows <br />this staff report. Additionally, copies of all input received are available for public review at City <br />Hall. <br />Tonight, the City Council will discuss the Solid Waste Commission's recommendations <br />utilizing the following process: <br />• 1) Summary of background information and citizen input results; <br />2) Council discussion of the Solid Waste Commission's proposal and alternative proposals <br />for our solid waste collection system; <br />3) Opportunity for residents and trash haulers to comment on any new proposals offered for <br />consideration; <br />4) Council members vote on whether any proposals should be adopted; <br />5) Identification of future action steps necessary to implement the results of the council votes, <br />i.e. additional research, development of a Request for Proposal for trash haulers, city <br />ordinance changes, etc. <br />ATTACHMENT: <br />• Resident input tally on pages M <br />• <br />is <br />
