• They represent considerable thought and work directed toward establishing an optimum <br />balance between parking and landscaping to allow the business to succeed and, at the <br />same time, minimize impact of traffic and parking to residential property surrounding the <br />site. <br />• Staff made a thorough study of the issues and challenges facing any use of this property, <br />and concluded that for any viable, legal business, some combination of variances would <br />be necessary. Enforcing the letter of the chapter would impose insurmountable obstacles <br />and hardships to the legal use of this property in a B-1 Zone. <br />Planning Commission Recommendation: <br />The Planning Commission voted unanimously to recommend approval of the first three variances <br />for the property.
