• POLICY H3 <br />9/28/05 <br />ITEM: Consideration of an engineering contract with the City of Roseville <br />SUBMITTED BY: Heather Worthington, City Administrator <br />REVIEWED BY: Greg Hoag, Parks and Public Works Director <br />EXPLANATION: <br />Summary: In the past year, the contract that the city has with H.R. Green has lapsed, due to a <br />lack of engineering staff available in their municipal section. Therefore, staff began exploring <br />options with regard to our engineering contract, including contracting with a neighboring city, <br />much like our building official contract. <br />Falcon Heights is a fully developed city, and the two final road reconstruction projects are <br />scheduled to take place in 2006. As afully-developed city, our engineering needs are <br />increasingly routine. The City of Roseville has afull-time engineering department, and handles <br />the same tasks and projects that we would include in our yearly engineering package, including <br />seal coating, crack sealing, sidewalk replacement and other concrete work, and the creation of <br />specifications and bid information for these projects. <br />• The City of Roseville has also been approached by the City of Arden Hills to provide <br />engineering services to Arden Hills on a nearly full-time basis. The City of Roseville will add <br />one full-time Professional Engineer (PE) to their staff to handle Arden Hills' needs. Falcon <br />Heights will be able to utilize this individual, and other staff in Roseville including technicians <br />and inspectors, to provide engineering services. <br />The agreement negotiated between the two cities allows for a payment of 1.9 times the base <br />salary of the staff utilized. Appendix A in the agreement outlines the annual salaries of each job <br />title. We estimate that at a minimum of 200 hours per year, the city will pay approximately <br />$10,000. This is based on our forecast of upcoming projects, and the staff that will most likely <br />provide those services. <br />Staff believes that this is acost-effective and high quality way to deliver engineering services to <br />our community. <br />ATTACHMENT: <br />Joint Powers Agreement for the City of Falcon Heights Part-Time Utilization of City of <br />Roseville Engineering Employees <br />ACTION REQUESTED: <br />• Discussion <br />• Consideration of the Joint Powers Agreement for engineering services with the City of <br />Roseville <br />
