She noted that the Falcon Heights portion will be amended to add <br />the CERT program and other items unique to Falcon Heights. <br />Councilmember Kuettel asked whether other groups will be added to the plan. Worthington <br />answered that the neighborhood liaisons and the listing of medical personnel that reside in the <br />City will be added. <br />Mayor Gehrz added that the emergency operations plan will be included in the CERT training. <br />She noted needed changes to the section of the plan dealing with succession of emergency <br />management personnel (city administrator, deputy clerk, and finance director) and asked that this <br />be updated with the County to better reflect current practice. She also thanked Worthington for <br />her leadership and hard work on the county-wide plan. <br />Councilmember Lindstrom asked how the other jurisdictions within Falcon Heights are covered <br />under the plan. Worthington replied there are 4 different plans in Ramsey County: U of M, State <br />Fair, St. Paul and the whole of the other cities in Ramsey County. She added there are few cities <br />within the State that will operate under 4 different plans, with Falcon Heights being one of them <br />as we house the U of M, State Fair, and utilize St. Paul water, and the differences in the plan will <br />be noted in the appendices of the Falcon Heights portion of the plan after it is reviewed and <br />finalized in the next six months. <br />Councilmember Kuettel asked whether the Fair had anon-populated vs. populated plan. <br />• .Worthington answered that the Fair is often the example at emergency management trainings, <br />and they do have plans that address fair time and the remainder of the year separately. She <br />added that the Fair has become more aware of risks within the last 5 years. <br />Councilmember Lindstrom expressed how glad he was that Falcon Heights is staying on top of <br />their plans, but just to make sure they do not conflict with others. <br />Councihnember Kuettel moved to approve the Ramsey County Emergency Operations Plan with <br />the amendments of employee titles to the cover letter. The motion was unanimously approved. <br />3. Sale of Radio <br />Mayor Gehrz began the item by explaining the radio donated to the City by Ed Zimmer was a <br />HAM radio, and while the radio is useful in emergencies, training people to use the radio is a <br />lengthy process that requires technical expertise. She mentioned that since CERTs would be the <br />likely users of the radio, and not all of them have this expertise, it would be more efficient to sell <br />the HAM radio and buy a different one that is more user-friendly. Mayor Gehrz stated Mike <br />Bagstad offered to purchase the HAM radio for $500, which is at the high-end of the range for <br />this model of radio. She added the City Attorney has signed-off this sale, however council <br />approval is required. <br />Councilmember Talbot asked whether the sale of the radio to Bagstad was okay with Zimmer. <br />Mayor Gehrz replied that it was. <br />• <br />4 <br />-CHG02:40069922.v1 ~9/28/OS 11:33 AM <br />
