• Response to public notice and mailings <br />The city published a notice on this public hearing and mailed letters to property owners within <br />350 feet of the property, including all owners of the Coffman Condominiums. As of this <br />writing, staff has received no calls regarding this proposed addition. <br />Analysis <br />This is a unique residential property for Falcon Heights, Rather than being part of an <br />established residential neighborhood with urban lots, this structure is adjacent to two large <br />tracts of land, the University of Minnesota golf course and Gibbs Farm. It also has a <br />significant setback from the road. A three story condominium complex is across the street <br />to the south. <br />The proposed addition is in keeping with the architectural style of the dwelling. Furthermore, <br />an addition at the code's maximum of 25 feet would be out of keeping with the architectural <br />style of the dwelling. Therefore, the proposed addition meets the zoning code requirement <br />regarding approval for a conditional use permit. <br />Staff Recommendation <br />Staff recommends granting the conditional use permit for the construction of a 32 foot high <br />addition to the existing home with the condition that it be constructed of building materials <br />that match the existing structure. <br />This recommendation is based upon the following findings: <br />• 1. The use is in keeping with the city's comprehensive plan. <br />2. The use with the recommended conditions will not adversely affect the noise, <br />traffic, health, or welfare of the surrounding neighborhood. <br />3. The architectural appearance and functional plan of the building and site shall <br />not be so dissimilar to the existing buildings or area as to cause impairment in <br />property values or constitute a blighting influence. <br />ATTACHMENT: <br />1.
