DRAFT CITY OF FALCON HEIGHTS <br />RESOLUTION <br />APPROVING A COMPREHENSIVE PLAN AMENDMENT FOR AN INTERIM STRATEGY <br />FOR NONPOINT SOURCE POLLUTION CONTROL <br />WHEREAS, the Metropolitan Council adopted an interim strategy to reduce nonpoint <br />source pollution to all metropolitan water bodies on October 22, 1992 and required <br />that all local governments, including the City of Falcon Heights, adopt the same <br />interim strategy as policy; and <br />WHEREAS, the Planning Commission has reviewed this request at a public hearing and <br />recommended approval; <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF FALCON HEIGHTS <br />that it approves the comprehensive plan amendment to adopt the interim strategy to <br />reduce nonpoint source of pollution to all metropolitan water bodies subject to the <br />following guidelines: <br />1. The City of Falcon Heights will apply National Urban Runoff Program (NURP) <br />standards for the design of new stormwater ponds and the MPCA's urban best <br />management practices titled Protecting Water Quality in Urban Areas to the <br />review of any proposed development occurring in the city to reduce nonpoint <br />source pollutant loadings in stormwater run -off. The City of Falcon Heights <br />will incorporate these standards and requirements in its stormwater <br />management plan and land use controls to implement this policy. <br />2. The City of Falcon Heights will prepare and adopt specific amendments to its <br />stormwater plan and land use controls by June 30, 1994. The Metropolitan <br />Council will be notified after the amendments are adopted. <br />3. The City of Falcon Heights will work with the Department of Natural Resources <br />to adopt the revised shoreland regulations consistent with the DNR's schedule <br />of priorities. The Metropolitan Council will be notified following the date of <br />their adoption. <br />Approval of the comprehensive plan amendment is contingent upon and subject to the <br />required review and response by the Metropolitan Council <br />i• <br />
