' ~,
• September 1, 1994
Ms. Susan Hoyt
City Administrator
City of Falcon Heights
2077 West Larpeuteur Avenue
Falcon Heights, MN 55113-5594
Dear Ms. Hoyt:
ATTACHMENT 4
This letter is to request that the Planning Commission and City
Council grant a variance to allow the construction of an attached
double garage at 1437 West California.
I am the homeowner at 1437 California.
Heights since 1987. I am being married
and I will be making our permanent home
of my insistence that we stay in Falcon
neighborhood. In order to remain in th
that the house be remodeled.
I have lived in Falcon
September 10. My husband
at 1437 entirely because
Heights and in this
is house, it is necessary
• My fiance is disabled. He was retired from the Marine Corps
after two combat tours in Vietnam because of this service-related
disability. The disability has become more pronounced and
serious and has resulted in eight major surgeries in the past
:five years. The disability involves a prosthetic hip and
rheumatoid arthritis. He will be undergoing two major surgical
procedures in mid-October. He walks with a cane and is unsteady
in his balance, especially on uneven surfaces. Moving from a
sitting to a standing position, or vice versa, is difficult for
him.
Because of this disability, my fiance must have his living space
all on one floor: stairs cause him significant fatigue and
discomfort. This prosthesis is the result of injury, not disease
and is ingeniously but precariously attached. A fall could prove
disastrous, as any damage to the prosthesis may not be
repairable. In short, if he had a serious fall, he might never
walk again.
We have reviewed the standards for granting a variance so kindly
provided by Ms. Hoyt. From the nature of the remodeling, it is
clear that Sections d, e, and f are not applicable to this
situation. We attach letters from our immediate neighbors to the
east and west. In addition, cursory observation of the garages
on both sides of the alley shows that an attached garage on this
• -site would provide a uniform line, as these other garages are
