i _ ~
Hoisington Koegler Group Inc.
~ AB
June 10, 1994
Ms. Susan Hoyt
City Administrator
City of Falcon Heights
2077 West Larpenteur Avenue
Falcon Heights, Minnesota 55113-5594
RE: Transmittal of Larpenteur Avenue Streetscape Proposal
Dear Ms. Hoyt:
• Attached are seven copies of our proposal to assist the City of Falcon Heights with the
preparation of str'eetscape plans for Larpenteur Avenue. We are pleased to have this
opportunity to be of continuing service to the City of Falcon Heights. We are also
excited about the prospects offered by the corridor for streetscape themes.
As you will see in reading the proposal, there may or may not be three phases where
HKG could have involvement. Phase 1 is what we term the schematic design phase
which resolves all of the issues related to the corridor and establishes plans in sufficient
detail to serve as the guide for future streetscape improvements and their approval. This
document will include street lighting, pavement treatments, bus stops, landscaping,
grading, entries and signage elements. AutoCad will be used to make our plans
_ compatible with the City's consulting engineer and, as appropriate, Ramsey County.
Phases 2 and 3 may or may not require HKG's involvement depending on a number of
factors. We want you to know that we offer them in the event funding is available for
some stx'eetscape improvements in the near term. We also offer photo imaging as an
optional service.
One of our major interests is to work closely with key players within the corridor
including the University of Minnesota, the State Fair Board, the City, etc. It will be our
intent to generate significant support and hopefully, funding participation for streetscape
improvements that relate specifically to these major elements. As you know, we are also
• great advocates for public participation to ensure thatplans are generally acceptable to
the City's residents and business community.
Land Use /Environmental ^ Planning Design
7300 Metro Boulevard /Suite 535 ^ Minneapolis, Minnesota 15439 ((12) F35-9960 ^ Fax: (C 1 _') SAS-3160
