Unlike most one-story retail shopping centers built in the 1980's that <br />were constructed on concrete slabs, the Bullseye Shopping Center has <br />approximately 14,800 square feet of finished basement space. The space is <br />difficult to lease because it is not at street level for commercial retail activities. <br />The space far exceeds the amount of storage that the typical retail tenants in <br />Bullseye require. Therefore, in order to bring in some revenue from this vacant <br />space that is sprinklered and has elevator access, the property manager is <br />requesting that the area be leased for storage of materials that will not create a fire <br />hazard in the building. <br />Neighboring~roperty owners As required in the conditional use permit process, <br />property owners within 350 feet of the premises were notified of the request for a <br />conditional use permit for storage in the Bullseye Center. As of this writing no <br />neighboring property owners_contacted the city with their comments or concerns <br />regarding this request. <br />Staff review and report The staff is familiar with the financial constraints created <br />by the empty basement area. Staff is also familiar with the age, condition and <br />layout of the basement. After discussing this proposal, the staff finds that the <br />proposed use for low hazard storage materials is reasonable. This is because the <br />basement is built to the fire code standards of the early 1980's, is sprinklered, has <br />• two exits, has elevator access and is open. The fire marshal annually inspects this <br />facility for its compliance to the Uniform Fire Code. <br />
