• Page 9 <br />12. Renewal of License. An enterprise license issued under this section <br />shall expire on December 31 at 12:00 A.M. of each year. An application <br />for the renewal of an existing license shall be made at least thirty (30) <br />days prior to the expiration date of the license and shall be made in such <br />form as the City requires. If, in the judgment of the city council, good <br />and sufficient cause is shown by an applicant for the applicant's failure <br />to submit a renewal application within the time provided, the city council <br />may, if the other provisions of this section are complied with, grant the <br />renewal application. <br />13. Sanctions for License Violations. The City Council may revoke a <br />license or suspend a license for up to sixty (60) days for a violation of: <br />1. a provision of this ordinance or therapeutic massage enterprise <br />license; <br />• <br />2. a state law relating to prostitution; or <br />3. a federal, state, or local law relating to moral character. <br />A revocation or suspension shall be preceded by written notice to the <br />licensee and a public hearing. The notice shall give at least eight (8) days <br />notice of the time and place of the public hearing and shall state the <br />nature of the charges against the licensee. The notice shall be mailed to <br />the licensee at the most recent address listed on the license application. <br />The hearing of a contested case shall be in accordance with Minnesota <br />Statutes, Section 14.57 to 14.60, but informal disposition of a contested <br />case by stipulation, pursuant to Minnesota Statutes Section 14.59, may <br />provide an adequate basis for imposition of sanctions. <br />• <br />
