• PROPOSED RESOLUTION WITH FINDINGS <br />Whereas, the City of Falcon Heights planning commission studied the possible <br />impacts from pawn shops and High Impact secondhand goods stores and the city <br />council received the results of this study; <br />Now, therefore, be it resolved that the City Council of the City of Falcon Height <br />finds: <br />1. That pawnbrokers and High Impact secondhand goods dealers provide <br />an opportunity for the commission of crimes and their concealment <br />because such businesses have the ability to receive and transfer <br />stolen property easily and quickly. <br />2. That the location of such a business, that provides an opportunity for <br />the commission of crimes and their concealment, residential dwellings, <br />may have impacts on nearby residential property in the form of <br />decreased property values and a less desirable image for the <br />neighborhood and diminished safety of residents in the neighborhood. <br />3. That the location of such a business, that provides an opportunity for <br />the commission of crimes and their concealment, may lead to a less <br />• desirable image for the business district; <br />4. That several pawn shops and High Impact secondhand stores are <br />available businesses in adjacent cities within one to four miles of <br />Falcon Heights and within a five to fifteen minutes drive from the City <br />of Falcon Heights. Access to these businesses is also available by <br />bus. <br />5. That the small size of Falcon Heights's commercial district and its <br />close proximity to residential property make it important to use this <br />space for neighborhood and commercial business uses. <br />6. That pawn shops and High Impact secondhand goods stores, which <br />are part of the cycle of crime, are expensive to license and to provide <br />police services to and are difficult to control for negative impacts <br />especially in the City of Falcon Heights, where reasonable spacing <br />requirements cannot be applied to these businesses. <br />7. That it is the responsibility of the city council to protect the <br />health safety and general welfare of its citizens. <br /> <br />
