5-5.01 - 5.04 <br />SECTION 5. INTERIM DEVELOPMENT MORATORIUM ON COMMERCIAL ZONING <br />DISTRICTS <br />5-5.01 AUTHORITY, FINDINGS & PURPOSE <br /> <br />A. Authority Pursuant to M.S. §462.355, Subd. 4, the city <br />has the authority to establish interim ordinances to maintain <br />the status quo while the city is conducting studies, has <br />authorized a study to be conducted or has scheduled a public <br />hearing to consider adoption or amendment of the <br />comprehensive plan or official zoning controls. <br />B. Findings and Purpose In 1991 the city council <br />adopted a comprehensive plan for the city. The Metropolitan <br />Council approved that plan in April, 1992. A recommendation <br />in the city's comprehensive plan included studying and <br />revising the city's commercial districts to conform to the <br />plan and address future needs. In October, 1992, the city <br />council contracted with the Hoisington Group, Inc. to carry <br />out a planning study on all the city's commercial zones, to <br />evaluate and recommend changes in the commercial zoning <br />designations, to work with the property owners to determine <br />future needs and to make recommendations to the planning <br />commission and city council for revising the commercial <br />zonin~..c.ode provisions.
