<br />Planning Commission <br />Date: 10/25/93 <br />Agenda Item: 5 <br />Item: Public hearing on adopting the Uniform Housing Code with amendments to use <br />for enforcing public health and safety in the residential housing stock <br />Submitted by: Susan Hoyt, City Administrator and Paul Colton, Planning Assistant <br />Explanation: <br />At the August 23 Planning Commission Meeting, the staff recommended that the city <br />adopt a uniform housing code in order to protect the public health and safety in <br />circumstances where a structure or dwelling unit is unsafe and unsanitary. At this <br />time the staff is recommending adopting the Uniform Housing Code which is prepared <br />and recommended by the International Conference of Building Officials. This is the <br />same organization that prepares the Uniform Building Code and Uniform Fire Code that <br />the city adopts and uses. The city's building official says that this housing code works <br />very well with the Uniform Building Code. He uses it for the City of St. Paul Park. <br />Given the good condition of the city's housing stock at this time, staff recommends <br />that the city use this only in cases when enforcement of health and safety and <br />sanitary conditions is necessary in conjuntion with Ramsey County Health officials, <br />who enforce health and safety criteria but are more effective with a housing code. <br />Given the age of the city's housing stock, the city may wish to consider a more locally <br />tailored housing code to use in atruth-in-housing or certificate of occupancy program <br />in the future. <br />Staff is currently reviewing and revising the appeal procedures. This will be available <br />for discussion on Monday. <br />Attachments: <br />1.
