..~. <br />~I <br />Richfield <br />Adult Use: <br />Zoning: No zoning requirements for adult use are in place (no adult <br />businesses have approached the city), but the Zoning Administrator indicated that an <br />adult use would have been conditionally permitted in any of the business zones. Adult <br />uses -are currently under investigation for approximately the next year in order to <br />determine how to best zone this use. <br />Pawnshops <br />Zoning: Permitted in all business districts without restrictions or conditions <br />prior to the moratorium. The city council believed that greater restrictions needed to <br />be placed on these types of business in order to promote the health, safety, and <br />general welfare of the community. <br />Under the recently proposed amendment (based on a study recommended by <br />the city council) pawnshops will be a conditional use in C-2 district (general <br />commercial district) and industrial districts. Conditions for the granting of the <br />conditional use permit have been established to protect and promote the public <br />health, safety, comfort, aesthetics, economic viability, and general welfare of the City <br />and its residents. <br />* Cannot locate within 1,000 ft. of schools, church, day care center <br />or public institution, or other permitted pawnshop or <br />secondhand goods store. <br />* Cannot locate within 250 ft. of residentially zoned <br />property.(Distance restrictions are not included for parks, with <br />relation to these zoning requirements.) <br />* Three of the permitted areas are located along the 1-494 corridor <br />and two of the permitted areas are located in areas that meet <br />the 1,000 ft. requirements. <br />License: Required, and includes any person engaged in the business of <br />selling or receiving tangible personal property previously used, rented, <br />owned or leased items including the following: <br />* items with a serial number or I.D. number <br />* cameras <br />_ * electronic equipment (audio, video, computers, and related <br />equipment) <br />* precious jewelry or gems, and precious metals <br />'` artist-signed or artist-attributed works of art <br />* guns <br />• <br />
