Planning Commission <br />Agenda Item: 4 <br />9/27/93 <br />Item: Discussion on uses still under the commercial district moratorium <br />Submitted by: Susan Hoyt, Administrator <br />Paul Colton, Intern <br />Explanation/Description: <br />At the September 27 planning commission meeting, the commission will <br />discuss how to handle the uses still under the city's commercial moratorium. <br />The uses include: <br />• adult uses <br />• therapeutic massage <br />• precious metal dealers <br />• pawn shops <br />• stores selling ammunition or firearms <br />• check cashing facilities <br />• secondhand stores <br />• pool halls and video game establishments. <br />• Cities handle these uses in several ways. The attached material outlines <br />how some cities handle these uses through licensing and zoning <br />requirements. They do not totally prohibit these uses. However, the city <br />attorney advises that in some circumstances, it may be possible to prohibit a <br />particular use in Falcon Heights, if a specific use may create secondary <br />impacts that would be detrimental to the city's residential districts that are <br />adjacent to the commercial area. (The city attorney advises that state <br />statute strictly limits local control over stores dealing in ammunition and <br />firearms.) <br />Please be thinking about what types of restrictions and/or locations and <br />conditions seem appropriate for the uses listed above for the discussion on <br />Monday night. <br />i• <br />Attachmen"ts: <br />A.
