Totally reorganized the State Fire Marshal Division of the Department of Public Safety based on a philosophy of participatory management, statutorily mandated programs of work and compassionate treatment of employees. Became the second State Fire Marshal to serve in two different states. Extensive, productive service as Director, Division of State Fire Marhhal's Office, under the Insurance Commissioner of the State of Washington. Following reorganization, completed service as Chief Deputy and State Fire Mazshal in the Department of Community Development. Served as Director of Research and Project Development for the Institute for Puget Sound Needs and as Research Director for the Seattle Chamber of Commerce. Organized and managed a company that performed a comprehensive study entitled, "An Analysis of Arson in a Socio-Economic Framework" for the Seattle mayor's task force on azson. As one of the first studies to use a city's population as a base, project became a benchmazk, and was used as a major consideration in appointment by the Insurance Commissioner to State Fire Marshal's position. This study also ultimately led to the Presidency of the International Association of Arson Investigators.
