'~ It !', P <br />• MINUTES <br />JUNE 23, 1993 <br />PAGE 2 <br />ITEM P-1, DISCUSSION OF ALLEY RECONSTRUCTION MEETING, DEFERRED <br />Hoyt recommended that the alley reconstruction discussion be <br />deferred until all councilmembers are in attendance to which <br />council agreed.. <br />APPROVAL OF AMENDMENT TO THE COMMERCIAL DISTRICT DEVELOPMENT <br />MORATORIUM <br />Baldwin presented the proposed ordinance the purpose of which is <br />to make the moratorium more effective by specifically listing <br />some businesses for which a secondary impact study will be done. <br />The Planning Commission held a public hearing on the matter June <br />7, 1993 after which the commission unaimously approved the <br />document. Gibson Talbot moved adoption of Ordinance 0-93-06 <br />which carried unanimously. <br />ORDINANCE 0-93-06 <br />AN ORDINANCE AMENDING CHAPTER 5, SECTION 5, <br />SUBDIVISION 3 OF THE CITY CODE RELATING TO <br />ESTABLISHING A DEVELOPMENT MORATORIUM ON THE <br />• CITY'S COMMERCIAL ZONING DISTRICTS <br />AUTHORIZATION TO OBTAIN PROPOSALS FOR AUDIO VISUAL IMPROVEMENTS <br />AND FOR COUNCIL CHAMBER REMODELING <br />Finance Director Tom Kelly presented the praposed remodeling <br />plans for the council chambers which was followed by a brief <br />discussion. In the absence of Bill Bruce who prepared the plan <br />far upgrading the audio visual equipment, Cable Technician Jerry <br />Skelly responded to council questions regarding the equipment. <br />Skelly indicated the new equipment would vastly improve the <br />quality of the picture and sound. Hoyt indicated staff will <br />apply to the Cable Commission for a grant to help defray the cost <br />of the project. <br />Council directed staff to proceed with requesting proposals for <br />both the remodeling and the audio visual equipment. <br />PROPOSED WALKWAY ON COFFMAN, HOYT TO FOLWELL, TO BE DELETED FROM <br />1993 IMPROVEMENT PROJECT <br />Baldwin explained that due to the configuration of the home at <br />21b5 Hoyt the walkway proposed for Coffman Street from Hoyt to <br />• Folwell would have a negative impact on the property. The walk <br />would be unusually close to the home and would also require <br />
