• PLANNING COMMISSION <br />DATE: 5/24/93 <br />AGENDA ITEM: $ <br />ITEM: Public hearing on "displays not, constituting signs" <br />SUBMITTED BY: Susan Hoyt, City Administrator <br />REVIEWED BY: Peter Bachman, City Attorney <br />EXPLANATION/DESCRIPTION: <br />At the last planning commission meeting, the commission <br />recommended revising. the city~s sign code, Chapter 9 §13 that <br />addresses "displays not constituting signs" to restrict balloons <br />and certain other displays to five days for grand openings or <br />other civic events. <br />The city attorney reviewed the proposed revisions as part of the <br />city council agenda packet for April 28, 1993. He recommended <br />that rather than revise this section of the ordinance to be all <br />encompassing that the staff and commission revise the ordinance <br />to address the specific problem the city is experiencing - <br />rooftop balloons. This will avoid trying to define everything <br />that is or is not covered in the code. <br />. Upon this advice, and based upon the conversation at the April 28 <br />planning commission meeting, staff recommends the following: <br />9-13.03(11) Rooftop Displays and Aerial S <br />Rooftop balloons and rooftop displays are <br />except in a commercial zone for a maximum <br />business grand opening or a special civic <br />temporary sign permit is required for .the <br />search lights are not permitted. <br />This section presently reads: <br />~archlights <br />not permitted <br />of five days for a <br />event.
