• Date: 3/22/93 <br />Agenda item: S <br />ITEM: Proposed clarifications to the sign ordinance to <br />address temporary commercial signs and .displays not <br />constituting signs <br />SUBMITTED BY: Susan Hoyt, City Administrator <br />EXPLANATION/DESCRIPTION: <br />From time to time the city gets requests for temporary commercial <br />signs and 'displays not constituting signs', usually inflated <br />balloons. The city's sign code does not clearly identify when <br />anal how these should be permitted. In the past the city staff <br />approved temporary commercial signs for a period of up to three <br />weeks and had the council approve inflated devices. <br />However, the policy is unclear and has led to problems, <br />especially during the State Fair. Two years ago, an inflated <br />balloon above a store in Bullseye collapsed due to a power brown- <br />• out. The balloon collapsed onto electrical wires and started a <br />fire. During the Fair the Snelling/Larpenteur intersection <br />already has alot of distractions and traffic accidents, the <br />addition of inflated balloons may add to that hazard, even if <br />there are no brown-outs. It is unclear that these types of <br />businesses benefit from the traffic on the way to the Fair. <br />Staff recommends that Falcon Heights adopt the same restrictions <br />that the neighboring communities of Shoreview and Roseville have <br />regarding temporary commercial signs and 'displays not <br />constituting signs'. It also recommends that aerial search <br />lights be deleted as a temporary use due to the close proximity <br />of residential and commercial land uses in the city. <br />Recommendation: <br />Existina• <br />9-13.03 [11] Displays not constituting signs. Animal displays, <br />pieces of sculpture, fountains, aerial search lights or other <br />displays or features which direct attention to an object product, <br />place, activity, person, institution, organization or business <br />yet not defined herein as such or commonly considered a sign, <br />shall comply requirements of Section 9-13.03. <br /> <br />
