.3A <br />CAPITAL IHPROVEHENTS PROGRAH <br />s a a a s s s s a s s a s s s a a a s s a a s s a s s s s a s s a a a s s s a a a a s s s s s a s s s a s a s <br />The Capital Improvements Program is a planning document <br />which defines and sets priorities for the community's <br />capital ~ojects, usually for a five year period with <br />annual updates. It usually includes text, maps, tables <br />of projects, costs by year, and a proposed method for <br />project financing. <br />This plan is intended to ensure that improvements are <br />made to the community on an equitable basis and that <br />utility projects precede street projects, etc. The <br />capital improvements plan may be adopted after holding <br />public hearings which give residents an opportunity to <br />gain a better understanding of the improvement process <br />and time to anticipate improvements and investments in <br />their area. <br />The plan is not a final commitment to projects, and each <br />project requires additional approval by the governing <br />body prior to proceeding. The plan assists the governing <br />body in determining what projects to commit to on an <br />• annual basis and also prepare bonding documents if <br />needed. <br />The Capital Improvements Program is a responsible part of <br />the planning process because it places fiscal <br />responsibility on goals and helps the community develop <br />at a reasonable and affordable rate. <br />The Capital Improvements Program should reflect the goals <br />and plans of the Comprehensive Plan and the community <br />needs reflected in the Overall Economic Development <br />Program or Community Needs analysis. <br />n <br />U <br />RAMMf1A A~OCJATiOM <br />L <br />47 <br />
